Compared to other emulators, RPCS3 is relatively new. The emulator is available for Windows 7 or newer, BSD and Linux operating systems. It emulates the Sony PlayStation 3 hardware – apart from providing access to plenty of games, the emulator is also used as a professional debugger. By the end of 2020, RPCS3 provided access to just under 2,000 games – and more than 1,000 games allow going in, but compatibility faced a bunch of issues. The emulator is not discontinued, but new updates continue to kick in on a regular basis.
RPCS3 is available as an open source program. It is available for free and while it has seen more versions, it is said to be under development – there is still plenty of work to do on it. Just like you have probably guessed already, it does not include any ROM images in the package – copyrighted material.
